I left the shop and started thinking about and I know I have heard the "modern cartridge" phrase tossed into C&R discussions before and never really understood what it was all about. I have been researching a lot, since 1892 seems to be a bit earlier to the transition to smokeless powder, so probably this rifle was originally intended to shoot black powder ammo. Shooting was on the syllabus for Norwegian teens until World War II. It is good condition, bore in goood shape. So at this point I just handed the rifle back and walked away, not interested in getting into a C&R legality discussion. I own a 1873 in 38 WCF, it was manufactured in 1892. Before I could even respond, another customer standing nearby said "the 1894 is OK, it's the 1898 & later that don't qualify since they could have been made after 1899". This totally caught me by surprise because I hadn't mentioned anything about my 03FFL or COE or even desiring to purchase it.
